Depends what look you're going for. I'm very into makeup and like to switch it up. If I want to play up my lips, I go for a lipstick with a gloss on top.
In general, stay away from lipliners. If you don't want your lipstick to creep into the pores and lines around you lips, try Revlon/Colourstay lipliner in the clear/white colour. lipliner is now understated, lipliner should be as close as possible to the natural colour as your lips as possible. Lipliner should be used as it helps to stop lipstick bleeding of the lips. colours this season are deep plums and very natural browns. People don't really use lipstick anymore, just lipgloss.
Lipliner is still used though, but only on special occasions, or on a date or something. I don't suggest using lipliner for everyday use.
