Brush off the excess lipstick, then use some warm water and paper towels to gently clean off the rest. Consult with vet if problems develop!

I take it the two questions are inter-related!
It all depends on what part of the cat has the lipstick stains. There's no safe removal for the lipstick surrounding its anus.

It will be gentle enough to use on your cat since it is gentle enough to use around the eye area.

HAHA. Maybe you can put it in the freezer and chip it off, thats what you do with chewing gum when it gets on your clothes...it propbably wont work but the results could be amusing!
If the cat has a lot of hair you can trim it. Also the lipstick will go away in time.

You know, maybe if you take soap, but NO water. Then rub it on the fur were the lipstick is, and then after you've rubbed it for a couple seconds then wash it with water, see if that works.

The stains will just have to wear off. It doesn't take long. I got lipstick on my white terrier once and in a couple of days it was gone. It helped that she went out in the yard and rolled around.
